All my categories are excluded! 10 Months, 1 Week ago Karma: 0
There seems to be no way to REMOVE the EXCLUDED categories. And ever single one of my categories are listed as 'excluded"

How do I change that?

The list of categories shows all of them. However, the only ones that are blocked are those shown as selected (highlighted). You can select and deselect them by pressing <CTRL> and clicking on the categories - this will change the highlighted status.
