Rules Manager requires CDO or will not initialise properly.

For Outlook 2003 and below, CDO needs to be installed by using the custom setup option (if Office already installed, select Change/Repair from Add/Remove Programs).

Rules Manager now checks that CDO is installed, and if not it will attempt to install the feature for Office 2000 and above (tested successfully with 2003).

Will add code to test for Outlook 2007 and then prompt user to download if CDO not found already.
